3b6e65dcae fix: mark Id.run as [implicit_reducible]
This PR marks `Id.run` as `[implicit_reducible]` to ensure that
`Id.instMonadLiftTOfPure` and `instMonadLiftT Id` are definitionally
equal when using `.implicitReducible` transparency setting.
